Loans & Grants are often made available by local, state & federal sources. Many programs come and go, and often, once the Program is announced, it quickly runs out of funds. BIT will try to keep you posted on availability of these programs but it is good idea to keep checking sources on your own as you have to be “on your feet” to get your application in before the money runs out.

Weatherization Grants

Weatherization assistance providers can assist eligible homeowners and owners of rental properties with measures to improve energy efficiency including:

• an energy audit of the home to identify specific needs;
• weatherstripping and caulking around doors and windows;
• cleaning, testing, repairs, or replacement of heating systems;
• replacement or repair of storm windows;
• replacement or repair of broken windows and/or outside doors;
• addition of insulation to walls or ceilings;
• mitigation of health and safety concerns, in particular assure that all dwelling units receive smoke detectors and carbon monoxide detectors.

Monroe County Lead Hazard Control & Healthy Home Grant

Monroe County will provide Lead and Healthy Home funding up to $5500 to eligible City of Rochester residential property owners who own pre-1978 housing units with 1 or more bedrooms that have lead hazards.

The Monroe County Department of Public Health was awarded Lead Based Paint Hazard Control Funds by the U.S. Department of Housing and Urban Development. Monroe County will provide Lead and Healthy Home funding up to $5500 to eligible City of Rochester residential property owners who own pre-1978 housing units with 1 or more bedrooms that have lead hazards. The primary housing objectives are to incorporate Lead Hazard Control, Healthy Home Interventions and Energy Efficiency measures into 350 City of Rochester housing units occupied or to be occupied by low income tenants with young children. All lead hazard control work will be conducted by EPA Certified Lead Abatement and Renovation Firms.

Focused Area Enhancement

Housing Enhancement Program Rental Property Initiative

This program is designed to improve the exterior condition of rental properties within certain focused areas.

Those areas being the Marketview Heights, Dewey/Driving Park, Beechwood and Jefferson Neighborhoods. The city will fund up to $18,000 provided the owner has a 10% cash input.
